Copying and pasting the answer from the other "General Comments" section just so others can find this post in the future.
You might just have to look around or come back at another time, sometimes they kinda just roam around or get busy with another task, which makes them not be where they normally are.
Some NPCs also have multiple locations they can spawn from (as well as travel like what's mentioned above), mostly so there's variety in replays and can lead to more unique situations, such as saving an NPC during their travels, the town getting attacked by raids, etc.
Note: (no spoilers, just behind the scenes stuff) This really only happens when you're in the same "Zone" as them, since NPCs and such despawn when you're far enough away. They won't die off camera or anything, because that would be lame lol

Yeah normally if you *just* arrived to a Zone, give it a few minutes to let the crowds settle, since normally they first have to spawn in then go do stuff. If you hang around the Border Zone, the NPCs will eventually settle in because there's like 1000+ just in that region alone (not enough chairs I guess lol)
It's probably one of the most densely crowded areas besides a handful of other locations.
