Some games have a "memorial" or "rerun" system where after enough, usually years, have passed, limited content from that time period is accessible again. What a waste it is for any live-service game to create content just for it to be quickly lost in the ether. So in a similar sense, it's been long enough since these limited items were available that it could justify doing a "rerun". So achievement items could be chosen, but so could Halloween Spells, promotional items like the Triclops or Boiling Point(?), and certain obscure items that were never intended to become lost and/or expensive. Economy concerns could be measured, but it's very likely that Valve would make way more money in the long run from selling these tickets, even for cheap, than having these very few items in circulation that are usually sold outside of the Steam marketplace anyways. Plus, all of the intended high cost items like unusuals would still exist, which are the majority.
Of course there are more elegant ways of going about this, such as simply bringing back Halloween Spells during next year's Scream Fortress. But as to any questions of possible abuse and incompatibilities with your proposed ticket, much of it would be solved by making it cost real $$$ and just creating a new unmarketable/untradable item. Maybe a bit unfair to ask $2.50 or $5 to get your Ghostly Gibus back, but... it's a nice way to kill two birds with one stone!
And to be clear, the problem is not that they're expensive; it's that promotional items and Halloween Spells were intended to be earned through their respective easy ways, but they were abandoned and are now a sort of contraband, causing their price (or complete inaccessibility). There shouldn't be a limited number of them. Valve should consider doing a "rerun" like a gacha game would. And since they can't bring back most unique unlock requirements, such as when they involve delisted games, this catch-all ticket would be that rerun, for all types of "lost" items.
so getting them back could be good
Actually that gives me an idea, what if any achievement based item could be achieved again and become an untradeable item but for the sacrifice of any three tradeable tf2 hats?
I think they are talking about items that were used in a transmute not the deleted transmute items
