Can't Click to open Customize Tool

I can't click to open 'customize tool' that appeared when inventory is opened and it's above setting. Basically, when i click it, nothing happens. Is it because i pick advanced layout thingy when the options to pick what layouts to pick appear? Then after i cant customized it anymore.

you can click the wrench icon to bring it up as well try that
