I have done 3 more tests with 100 zombies each time. I have uninstalled and reinstalled the mod just in case something went wrong and i made a new world to test. all values are still set to 0 except for containers and loot rarity (10 for containers, 1 for rarity) and the hardcore box is checked. I also removed all zombie corpses between rounds to ensure I would not loot the same zombie.
Round 1 Results: 100 Zombies
Antidotes: 1 KX9 spike, 2 Globunex, 1 Novaulin, 1 Roto-mRNA, 1 Sovextin
Tests: 2 Viral Test Results-Positive, 6 Bonger AG, 12 Pecker & Pecker

I started a new world without the mod loaded, I have loaded into the game, and quit and added the mod and the values as previously said above. I did another 100 zombies, results did not change (items were still spawning on the zombies). I have also tried removing the mod from the server, loading in, quitting out and re-adding the mod (in case that is what you meant) and tested another 100. And results were the same (zombies did have the items).
Thank you for all the info. I will review this and do my tests too. This is much more loot then I received when I did testing but maybe that was a fluke then. I'll keep you posted. Thanks!
Please try the latest release. I overhauled hardcore mode. Zombie inventory drops in that mode will only occur on military, first-responders and hospital staff. I also found a bug where else statements were running even when they should not have been, I adjusted how the code worked and confirmed no drops should occur where they shouldn't be - like was happening before.
Let me know if this fits your need. Please see my 'The Debugger Shotgun' mod if you want to test loot drops - it helps a lot paired with 'Proximity Inventory'.

But my character continues to become anxious - to the point of becoming a nervous wreck, even. Is this intended? Is something wrong going on?
On default settings an inconclusive test has a very small chance of giving you a hypochondriac zombie infection which is a mechanic that already exists in PZ - where instead of dying at the end you start getting better. If you happened to take the test that was inconclusive last, and you did not adjust those settings, there is a chance that is what happened. Negative test results will cure the hypochondriac, so if your last test was negative then it may be a weird behavior.
Are you using other mods that affect the zombie virus? There may also be an interference between the mods if that is the case.
Also if that is the case please let me know cause I am in the process of trying to identify any incompatibilities.
I didn’t take the inconclusive test last - it was in the middle of the multiple tests I took.
So I've gotten around to testing it a little bit more, using your debugger shotgun and proximity inventory has made it so much easier. I have the values set in order from top to bottom as

With these settings there should only be viral tests spawning on zombies and relief packets in containers, more focused around military and hospitals/pharmacies as you said. I ran a couple tests just to test the loot spawn and quantity. In my tests, I ran groups of 10000 and again cleaned up the bodies before each test.

I also uninstalled and reinstalled the mod, made a fresh world without the mod, then loaded in the mod after, just to try that again. I used the same settings as Test 3. Results did NOT change. With the settings said above, only tests should be spawning on zombies but every item still seems to be able to spawn on zombies. Although, it seems as if the loot spawning has been significantly reduced since the previous update as with the results, it would be as if i was finding an item every 2 zombies, now it is closer to an item every 70 zombies. 300:150 -> 10000:150. If wanted, i could include how much of what spawned but I do not know if that would be necessary and it would take up a lot more space to type it out.
Okay please let me know the result. Hopefully there is not an issue. I will look into the susceptible mod and see how that manages the infection - I think it is on my list to check already but I have not done that yet. There is a possibility it may be messing with something there. Some mods add a lot of timed logic that will do things like infect the player after a bunch of time passes and not from the condition of the player but from mod variables - so it is possible something like that could have happened - and it sounds like that type of mod might have some logic like that in it. I will try to take some time to review it - if it does end up being buggy let me know.
For better understanding, the tests check the base player stats for an infection, I do not believe they check each individual body part - that is because the vanilla zomboid logic would never have one without the other, if a body part is infected, the player is infected. However, other mods might alter how this works and if it does infect some body part but somehow does not affect the player, the test will not see this. I may end up adjusting this if a lot of mods are doing this... I need to do some tests here.

I am glad to hear that the reduction worked. I am wondering if a variable is swapped with the wrong sandbox option somewhere which is causing items to spawn when they should not have, it could be possible, there are a lot of lines. I will go through them.
If air packs are set to 0 they definitely should not show up so there is something wrong in there. I will review it. Thanks again!

This was at the very bottom of the Sandbox options ini. When I opened up sandbox as admin after launch, it had set HardcoreMode to true and put GunFighter Options beneath CDC Rapid Response.
