The ability to craft them probably with a lot of nails and wood or maybe some kind of metal.
Probably would be less effective then the 'real' strips, and might need a magazine to learn.

they could be randomly on the roads for some sort of car story/road story

Do they already spawn on random roads? It be cool to have to look out for the danger being around...then one would also have a singleplayer usage for this mod. :)
