Why wont it let me get the mod in terraria can someone tell me what i did wrong?

I went to this mod and subscribed to it then i went to terraria and went to the resource packs and it wasn't there what did I do wrong?

You need use tModLoader, then you can in game, in mod browser find this mod, and then download it. There will be no need to restart the game, and it will not be in the list of resource packs, but in the list of mods.
