Report a translation problem
Unlike the vanilla transfer manager, Transfer Manager CE has quite a few tools to help you figure out what is going wrong. I'll give you a quick explanation of them but it is easier if you are able to log into our discord sever as we can then paste screenshots which makes trouble shooting way easier.
1. The first thing I would do is look at the police station that doesn't have any cars patrolling and check the building panel and then the "Transfer" tab.
The top section of this labelled "Transfer Offers" is offers made by this building. You should see it regularly display "Crime" IN offers which is basically this building saying that it is providing the police service and it has some police vehicles available.
The bottom section labelled "Matches" displays any matches made between the offers of this building and an offer from another building. In this case the other building that has crime should send out a Crime OUT offer and the 2 offers will be matched. A match will always be between an IN and an OUT offer.
If you see lots of Crime matches listed then the issue will be pathing problems such as road connections or incorrect TMPE rules. Or if you are running the spawn points mod, this can sometimes cause issues.
To do this in Settings > Maintenance > Match Set Logging > Log Reason -> Crime
Also turn ON "Show building ID in title", this way you can see the id of your police station and then locate it in the log file using the find function in notepad or whatever text editor you are using.
Once you have turned on logging, the mod will write a text file to a time stamped folder for each Crime match set that it performs. What you want to do is find each reference to your police station in these log files and see what the "ExclusionReason" is for why it wasn't chosen.
If you upload one of these with your police station in it or better yet join our discord server and drag it to that then I am happy to look at it for you as well.
If you see a Crime IN 7 offer appearing in the "Transfer Offers" section and no match appearing for it in the "Matches" section then you can look for this building in the log file and see what the ExclusionReason for that is as well.
It is also worth checking the "Status" tab as police vehicles that are responding to this building will be listed in the "Services" section at the top. Often times if a building is complaining about crime you will see that a police car is on the way but stuck in traffic.

I managed to get the police station to send some cars to patrol and reduce the crime rate around. But before I tried many things, destroying and building the police station again, changing its style from European to default, and I only got results when I changed the "Services algorithm" field to "Connected Line of Sight", the other 2 options gave me the problem of cars being inside the police station.
If I enable vehicle AI for police cars, their number decreases, although there are still a few patrolling.
Reinforcing the point that you drew attention to check: I have no problems with traffic at these points, it flows very well, and no conflicting TMPE rules, the neighborhood of this police station is low density and in a more remote location, on the other side of a river with only one access via highway, but very close to a busy urban center with several other police stations, just crossing a bridge to get there.
After this discovery I took a break, I'm going back now to see how the other services are with this configuration, as they were working very well with the previous TMCE configurations.
I would love to share images to better clarify the problem and really understand what is happening, but I don't have your discord server for that. I would be grateful if you would share it with me and tell me where I can contact you on it.

The best match algorithm is Path Distance. If your computer is fast enough then you should use this option.
Also note that low land value can be triggered by lots of different issues. Eg. Not enough services to the area, not enough parks etc... and the requirements increase as the buildings level up. Do you have lots of buildings with the crime problem notification or are you just worried because no vehicles are being used from a certain police station?
Also check that you have capacity for criminals. If not you may need to add a prison so the criminals can be transferred to it.
I have made a design change on the TEST version 2.5.5, where crime offers are added at priority 1 instead of 2. This will increase police vehicle usage but should reduce the crime rate.
