It is weird that it is choosing the Landfill site which is not only lower priority but also further away!
Is your Incineration plant getting full maybe?
Unfortunately the STABLE version can't restrict GarbageMove, the settings only apply to Garbage. If you are ok with using a less stable version the TEST version does have the ability to restrict GarbageMove and also has building to building restrictions so you could choose and enforce which buildings can empty to which other building explicitly.
The TEST version is getting fairly stable now as it isn't far away from final testing but if you do decide to use it just be careful that the TEST version can open the settings from the STABLE version but not the other way around as the STABLE version is older. So please make sure you save your game as a new file so you can go back to the STABLE version settings if needed.

The first message is purely informational, I write it so I know where to look if something does go wrong.
The second message is nothing to do with my mod but looks like one of your mods or assets is missing an entry in its localization file.

I do not have any of the listed incompatible mods installed. I do not have Financial Districts DLC installed.
Am I missing a dependency? Is there another conflict I should be aware of?

Debugging set to "Other services"
Found this case: you can see the node where the wide pedestrian street crosses the narrow street isn't highlighted at all. This causes the aquatics center at the end of the road to effectively be cut off, which is why garbage cannot be collected.

I am going to need more information to be able to help you. Why don't you try logging "Garbage" and see what the log says as the exclusion reason for why they aren't matched?
Yes, Employ Overeducated Workers definitely conflicts with Transfer Manager CE as it overrides the vanilla transfer manager as well. They definitely cant be run at the same time.
Note: Employ Overeducated Workers also hasn't been updated for the P&P DLC so will not work in a city using pedestrian areas.
