Yup, it's broken
You didn't change the encoding, it's still UTF-8
Must be ANSI or Windows-1251

Sorry, first time doing RU translations. Seems when I try to save it as ansi encoding format it replaces all Cyrillic letters with question marks.

Nevermind, using windows-1251 seems to be doing the trick. Lemme know if it works good now.

Now it works well, but you copied the translation of the recipes into a file with tooltips
Need to fix it (:

Btw you can do it much easier if you are using Windows OS

For Windows Notepad
1. Copy the translation > create a new text document > paste the text
2. Go to File > Seve As > choose ANSI under Encoding > press Save and overwrite the existing file > Close the file
3. Rename New Text Document.txt to Tooltip_RU.txt etc.

For Notepad++ link here [notepad-plus-plus.org]
1. Copy the translation > create a new text document
2. Right click on text document > Edit with Notepad++
3. Go to Encoding > Character sets > Cyrilic > Windows-1251
4. Paste the text > Save
5. Rename New Text Document.txt to Tooltip_RU.txt etc.

*For Visual Studio Code almost the same as for Notepad++

Ahahah oops! I will be fixing that shortly and I tried your first method originally but it would replace all cyrillic letters with question marks. The second one works well though.
