Does NOT WORK with controller and keyboard/mouse
You're wasting your time if you want the second player to play with controller. I tried everything I've done exactly what the forum said to do involving a controller... Once my brother plugged in the controller all it done was control the same character very very disappointed

I know im kinda late but you can press the ~ button and then sv_cheats 1 and in_forceuser 1

Try to disable Steam input, it fixed it for me.

edit your config in:

C:\Program Files (x86)\Steam\steamapps\common\Left 4 Dead 2\left4dead2\cfg\360controller.cfg

and start the game with two controllers connected or do single-controller reconnect on loading to trick it into second slot

and then start the game with one controller connected, open console with [~] and write "sv_cheats 1", press [enter] and write "in_forceuser 1", press [enter]

I've done that but it still keeps swapping back.
