Stuck w/ Byzantium as EV!?
Pretty early on in my current Ottoman Empire game I ran across the event popup that allowed the Ottomans to make Byzantium an "Elevated Tributary" but not a vassal (why?), for some pretty good benefits. I said yes and about a month or two later I got another popup saying that "their usefulness as a tributary is at an end..." where I had two choices of releasing them for some prestige or keeping them as a tributary. I didn't need the prestige at that time (I think I had around 70-80) and I didn't think it would be a big deal to keep them on as an EV. Little did I know that keeping them this way meant I could not release them manually, could not really get anything useful out of them other than a few ducats at the end of the year and I could not integrate them later. It's been about 50+ years since that decision and I'm afraid I'm stuck with a pointless tributary that I cannot attack (I'm lookin' at you Constantinople) for fear of the massive stability drop. How do I get around this problem? The City of Splendor is just waiting for me to claim it, but if I could avoid the stability hit I would prefer it. Does anyone know if there's a way for me to make that event I mentioned fire manually or is there a later event (it's currently 1429) that will fix this?

The elevated tributary relationship is probably a special one so the normal mechanics don't apply. There might be a decision to break the relationship, or it might be listed under a special section of the government reforms page (for example Ethiopia's unique devolved government form has a special section). This sounds like it's a mechanic intended for Ottoman playstyles focusing on the east instead of the west, so you probably got stuck in the relationship because of your rejection of the event that corresponds to what happened in real life:

Other than the aforementioned, you can either wait for a new event possibly happening in the future (haven't played as the Ottomans in this mod) or try to break the tributary relationship by lowering relations significantly (mirroring what happened historically without the event). If you're maintaining good relations with them then that's almost certainly the problem.

Thanks for the reply. When I didn't get a fast enough response I went ahead and looked up some console commands to circumvent this weird mechanic. I switched Byz to be a regular vassal using a command cheat and that seemed to fix the problem of being stuck. Now I'm in a relatively historical problem that Mehmed II had where Genoa accepted Rome into a trade union. Right now the two biggest threats to my expansion in the Mediterranean are Genoa and the Mamluks, so I'm not sure if there's an event soon that will trigger to make the Genoese stay Neutral if I attack Rome. Either way, the original problem was fixed.
