You can use "-debug" as a launch option to allow you to spawn items in multiplayer/singleplayer to confirm if they are there or not.

If you confirm they are not there, double check your steamworkshop/mods options in your server settings. Make sure that you see and select the custom pack you made in the mods settings(all of this is done in game when you select "host".)
