How do I ask and give these subisidies?
Purging, for example, is something Xenophiles can't do but Xenophobe-Pacifists can. Meanwhile direct conquest isn't a problem for non-Pacifist Xenophiles. It seems like the increased claims cost and resolution to return systems is more of a Pacifist thing. I think it would make sense to swap those.

Indigenous Protection Protocols: Bans Purging except Displacement
Interstellar Mediation:
- Bans Displacement for non-Gestalts (replacing system return resolution)
- Refugees chance +10% (replacing Claims cost increase)
Galactic Biodiversity Preservation Initiative:
- Bans Citizen Species Only refugee policy for non-Gestalts
- Refugees chance +15%
- Empires actively purging (except by displacement) get -25% diplo weight and -10 stability
Some of this could tie into elements of your Expanded Pops mod. With Gestalts allowed non-gestalts Residents, they could also be forced ban Displacement and accept refugees. The refugee chance bonus could also apply to pops fleeing starvation, slavery etc.
