with the galactic republic declaration, it might be fun to add thematic resolutions to go along with it. Such as: drafting a galactic clone army (Military Creation Cct), nationalizing the banks, demilitarization act or (Ruusan Reformation), decreased galactic market costs (All Planets Relief Fund), new infiltration to collect information on an empire (Order to Reveal), decreasing upkeep costs for MegaCorps (Prop 31-814D), gain more intel on members during crisis (Republic Emergency Broadcasting System), Custodian power to make instant decisions on sanction votes (Emergency Powers Act), Transition the Republic Emergency Broadcasting System to a military channel boosting galactic forces and removing the intel modifier except for the Custodian and Council members (Republic Executive Directive 9302-84121), searches and seziures of driods which decreases driod uprising events but increases Contigencey Crisis (Enhanced Security and Enforcement Act), decrease diplo power of MegaCorps (Seating New Planets Vote of 52 BBY), demilitarize galactic forces (Military Disarmament Act), end voting session early if all council members are in agreement and they would succeed (Military Secrets Act), utilizing Titan Class weapons is illigeal (New Republic Weapons Class III), allow for council members to utilize Titan Class weapons (Class-one Waiver), prevent coloinization of exterminated empire homeworlds (Historical Battle Site Preservation Act), recall all council members and custodian and decrease their diplo power for 20 years (Vote of No Confidence), initiate a draft during a crisis (Universal Conscription Bill), prohibit addictive substances (Ordinacnce 20098-B)

How does this (Members short on food and minerals will be subsidized by other members, who will be compensated with influence) works?
How do I ask and give these subisidies?

I recently reworked it. Now the resolutions add a new option to the deficit situation. Due to behind the scenes shenanigans, you won't see how much you'll get until you select the option and wait a few days.

Have you considered swapping some of the policies between Rules of War and Galactic Cooperation? It kinda feels like the Devs crammed both Xenophile and Pacifist demands into the RoW tree.

Purging, for example, is something Xenophiles can't do but Xenophobe-Pacifists can. Meanwhile direct conquest isn't a problem for non-Pacifist Xenophiles. It seems like the increased claims cost and resolution to return systems is more of a Pacifist thing. I think it would make sense to swap those.

- Bans Displacement for non-Gestalts (replacing system return resolution)
- Refugees chance +10% (replacing Claims cost increase)
Galactic Biodiversity Preservation Initiative:
- Bans Citizen Species Only refugee policy for non-Gestalts
- Refugees chance +15%
- Empires actively purging (except by displacement) get -25% diplo weight and -10 stability

Some of this could tie into elements of your Expanded Pops mod. With Gestalts allowed non-gestalts Residents, they could also be forced ban Displacement and accept refugees. The refugee chance bonus could also apply to pops fleeing starvation, slavery etc.
