After researching Tanning, and Complex Furniture I cannot choose the bill option to make tanning liquor, nor can I build a tanning rack under production. Both the work bill and the rack just don't appear for some reason. Additionally the following bills as well don't appear: make tar; simple, fine, and lavish bake. This maybe a possible mod mix-up on my part but it strikes me as odd as nearly every other bill has worked without issue.
