Do you mean as a misc? I think that would work pretty well. It could work with the decal tool too.

Please keep in mind, that this thing doesnt give you health & ammo but pens & blue-prints, when you take a closer look at it ( I'd say that's the point of the item^^).
I don't really think that other classes need that (for what?), so this doesn't seem fitting for anyone beside engineers to me.

it wouldnt go for all clases, just engie (no scout, no heavy, no demo, etc) sorry but it just wont happen and it would be a miracle if this thing was added for engie alone

I think this would be best if only engineer had it, there are to many items for classes like scout and Pyro... Classes like Engineer need more items of their own.

its not appening..... yes it would look fregan epic... but i dont see it on any other class. the putis was made for the engi.... are we really goin to drag the engi specs to other classes... the engineer is already one of the most poorest classes when it comes to getting new stuff added. so the on time someone smart makes something good... are we really goin to drag it out to all classes i meean. a fregan heavy rumming around with a sunshine lollipops dispser on his back?... i dont see it.. sorry.
