Reasonable Stats.
I'd have to say since it looks like a dual barrel it should have a clipsize of 8.

+15 Health on wearer.
-10% Damage Penalty
Gain crits when you kill someone in midair
Moves speed to sniper speed (I don't know the % levels for speeds of classes).

No... Only the speed and probably dmg part.

It adds 15 health (goes good with the pretty boys and sandman) and you gain crits killing in mid-air...
Scout has only 125 health, it balances out with his speed, taking it al away, and not giving him any means to regain it, is the complete the oppsite of scout

Adds 200% ammo, so that's 12 shells. So that with the weapon's look.

Like I just suggested on Billarity's post:
I'd say something like this:
+200% Clip Size/Ammo
+50% Firing speed
-50% reload speed
-15% Damage
User can only refill ammo at spawn

How 'bout that?

the only good thing about the scout is his mobility, if you remove it like the baby face blaster, but on the other hand dont have any way to regain it, the weapon will just not work and will be useless

-200% reload speed(twice as long to reload)
+25% damage
+50% spread
-20% firing speed
no movement buffs/debuffs

Not sure about the +50% spread, that would make this scattergun unusable at long-medium range, dealing a maximum of aprox. 10 damage at those distances.
To me this weapon (From the look of it) would be all about either great increase in ammo capacity or firing speed.
I would think that my suggestion is pretty balanced;

Agreed. The +50% spread would make it a "I want to piss people off and run away" kind of weapon.

Valve makes the stats but they do look at what the community says so I'd say, a 15% Damage increase
10% increase in damage taken from most sources you can take with that what you will
5% increase in damage
-25 health on wearer
-10% Reload Speed
5% Increase in attack speed
boom bam kablam.
