I haven't included the bait because that is working (as it doesn't have to point at any non-vanilla animals). Have we gotten your syntax properly?
Did you replace down the stations after changing the ini? Is The Hunted loaded first in the mod order? ( I copied what you pasted in your message so the syntax is correct)
The picking up and putting structures down didn't do it, so I did what you did - I spawned a tamed ovis from theHunted blueprint above and VOILA! Milk! So whatever our animals are pulling their BPs from, it must be from a different directory or path. Frustrating, but at least we know that if we can find the correct BP path for our desired egg layers / milk givers that the mod will work. We'll take it up with theHunted next.

We've had that issue with a differnt mod, the game considers them different animals.
