Centralization Innovations : Regardless of culture, you can unlock it one by one in the early, high, late era. It is an innovation that was added with the intention of increasing the maa limit and maintenance of maa, and decreasing the rate of levy who become more active in the second half.

I've started on a mod similar to this for the 395 AD start in The Fallen Eagle, for the barbarian tribals; Rome has tons of their units, but the barbarian nations do not. Would you like to collaborate?
