Makes enemies have the drugged effect
Cons:
takes 50% longer to recharge than jarate
Upon hit: spawn a skeleton (like in halloween mode) it will target whatever enemy you hit with the bottle.
When miss: the skeleton is a small one with 20 health and low attack.
The skeleton will last only 20 seconds and the small one lasts 10 seconds

blinding stuff is more of a csgo kind of thing, I doubt anyone would like it for even a second let alone 60 in tf2 with the games whole balance revolving around skilled deathmatching mixed with map aware teamplay.
Making zombies with it would be pretty cool tho if you could have them come out as more a shambling one rather than just a bot reskin.
Could also balance it out with the lifespan of the zombie being based on how long the enemy corpse was decaying
Assuming Valves resources are infinite heres the following
Juggling:
using explosions and high power hitscan will make the zombies stumble and lose their balance
Revenge after death:
If a teammate dies x(?) seconds after being hit with powder they will keep shooting for 1-3 seconds (like Quake 2) that could be viewed from a third person taunt perspective by the teammate. This sequence can be prevented by gibbing the teammate.
Aim:
Using the weapons would jerk the zombies body back a bit (some more than others) disorienting their aim
Scout: instead of normal running scout would lean into the running direction making turning difficult and slamming into the walls frequent.
Soldier: Really slow at everything but hard to juggle
Pyro: Mostly normal but the flamethrower keeps swinging from side to side due to frail arms
Demo: shoots the launcher forwards so most pills hit the ground, spits blood at enemies in an arc
Heavy: Arched very down so you can jump on his back and direct him by adjusting weight on his back
Engineer: Places a building by dropping it on the ground along with himself, doesnt get back up
Medic: once it finds a teammate to heal the medic will have a small windup where he will take a step back and assert all his body weight into pushing the mediguns switch, cannot move while healing + no uber
Sniper: still long range but only bodyshots without scoping
Spy: cant disguise and takes a moment to backstab
