I know that I brought this up before but I really think that I've uncovered a severe a balancing issue. I don't have alot of well educated workers and the ones that I do have are 100% employed and some of my highly educated workers are unemployed and seeing that Beta 17 is a release candidate. I really think that this problem should be fixed before its out of beta whether its a tweaked calc pack or an employment overhaul mod.
