Syncretism is not allowed

Forming a new faith isn't possible with any Syncretism Tenet.
The Create Faith button is grayd out and it says "Levantie/Kemetic/... Syncretism is not allowed".
Hovering over the Tenet istelf it says "You may only select one syncretic Tenet for your Faith" even though it's the only one.

I looked at the core_tenets file and each syncratic tenet forbits itself in the
