that's true ,They check Which Weapon people like the most and put it,Or They Just See What weapon they like and they add it

Valve Doesn't only look by the ratings, they look also does the weapon skin fit in the game.

That's not entirely true, I mean look at the M4A1-S Blue Water and USP-S Forrest Leaves, those are hideous and still added, they are a massive distraction on your screen, point of a skin is to look attractive yet non-distractive.
