Okay, I figured it out with a little trial and error and this is how I did it.

Step 1: In the Game.INI file (at the bottom) add "[LFEngramUnlocker]"
Step 2: Move all engram related configs under [LFEngramUnlocker]
Step 3: Enjoy

Mine looks like this:
[LFEngramUnlocker]
bAutoUnlockAllEngrams=true
ForceUnlockAll=true

If you don't care about a negative number in the engram area (I'll update mine later to clear it) then it will unlock every engram that is not Tek. I couldn't get the "ForceUnlockAll=true" to work so I set each Tek engram to auto unlock at level 135 and that didn't work either. I had to defeat the Overseer to unlock the Tek stuff.

I have 24 mods installed (including CFK, S+, DinoStroage V, SteamPunk Mod) and all engrams unlocked for all mods (expect for the ones that were Tek Engrams in both vanilla and modded).

I had ZERO lag when pumping in every point (my server allows level 500) from level 1.
