I think the NPCs are currently only for certain YouTubers, but will probably be released to everyone eventually

I just looked at the Workshop again and found [DrGBase] Garten Of Banban Pack 1 NPC. I playtested for a little and saw that Opila Bird's animations were the same as in the video, so I'm pretty sure this might be the addon. There are also a few more Garten of Banban NPC packs by that creator, in case you wanted Sheriff Toadster and the newer characters.
