Any faction that seems lacking in comparrison?
Did I leave some factions too weak? Were I ungenerous with some? Do point em out so a discussion can be held.

Mori is weak, but you could probably give them zero upkeep on ships and rank 9 ships out of the gate and they would still be weaker than all other factions even if all others were vanilla. In Shogun 2, bonuses to ships and their upkeep and cost aren't really relevant to the game.
