Costume Feature

Do i need to set up a costume so my pawns will wear clothing or can i just use the old asign tab and use the loadout system just for ammo/weapons/medice for yayo's combat and simple side arms ?
Also based on what i read it take it it doesnt conflict with the drug policies keep in inventory settings?
