Just playing around with this and thinking about how to help early game on the way to Big Town. It's easy enough to use ploppable RICO to drop in some apartments to help density but that just doesn't feel right.

I'm thinking of making a custom building theme with 4-6 household families assets at level 3-4 low density residential.

I guess i'd pull some workshop low-rise apartment assets, but i'm not exactly sure how to edit their level. Vanilla doesn't seem to have much to work with. Has anybody thought this? Seems a good starter theme for this would make transit/services and network planning more fun.
