Feature request: linear item progression similar to Fallout 1
I most likely will stop playing Atom as the game is designed to hit a wall in terms of item progression after the early game with the only 2 sources to remedy that being:
- Farming RNG spawns, preferably slavers
- Playing RNG vendor stock roulette

No idea if something like that is even possible with the modding tools and options you got, but regarding the scope I'm thinking along the lines of:
- Vendors have a fixed stock with only an additional section being randomised
- Level-appropriate vendor stock or more vendors so I can just buy the upgrades I need if I have the rubles for it
- Vendor price adjustments: if you quest normally with only the few odd RNG encounters in between walking your rubles will run dry quickly as the prices for the weapon vendor in KRZ are absurd
- Mid- and late-game weapons and armour is also available in the world to just be picked up, similar to e.g. The Glow in Fallout 1 with Plasma Pistol + Plasma Rifle

A fixed vendor/item list is definitely possible, but would be more of a large overhaul modification to the game. Requiring a ton of balancing to place items at specific points in the game. It would also be extremely incompatible with any other mod on the workshop as you would be modifying basically every encounter file and location file in the game.

I just do not have the time commitment such an endeavor would take.

You might ask on the general mod forum – possible someone else might be interested or of course you could make your own mod for it. The actual changes would just require the ability to modify simple text files.

Yeah, I imagined it to be a large undertaking if possible.

The ability to create a mod on my own is 0.
If the modding comes down to just editing text files with descriptive content I might manage.

The unity project they have has an editor. All the edits should be able to be done in that, if you would prefer. I personally used a blend of the unity editor and just notepad.

The book trader has exactly what you are asking for, at least I think so. He has a set inventory based upon your level when you trade with him. So more items show up as you gain levels. No reason that could not be replicated to all the other places/traders in the game.

I did skim through a few files to see how vendors function: if I understood that correctly then items are unlock based on character level and then a roll is used to determine which item of which tier will be present in the vendor inventory.

I know what changes I want, but considering my ability to code is and will always be 0: would you fulfil my feature request if it's just the following:
- KRZ weapon + armor merchant no longer use rolls to determine their stock and just incrementally increase their stock with additional character levels
- Lowering the prices on both about ~15-20% to lessen the heavy reliance on RNG events to get stuff to sell + rubles to be able to purchase something
