I've been testing using version 1.45 and it still seems to be working - Have you checked no other mods are taking priority regarding changes to the economy and ''amount fined'' etc?

The no fines mod only affects police fees and fines - right now the mod publishes the entire police.sii file back to the game as modified, so there may be conflicts with other mods that change police fines etc.
