I also think that the Oak of Ages should be influenced 1 of the 2 Deities worshiped by the Amber Kingdom, for example you should be provided a choice to dedicate the last tier of the Oak of Ages to either Khorne or the Fiery God as the "Oak of Eternal Blood" or the "Blazing Oak of Ages" (the names are merely examples to support my suggestions). This might spark a roman styled civil war between the worshipers of Khorne and the worshipers of the Fiery God with one giving boons and the other giving malices depending on the choice.
The state of Athel Loren as a whole would shift depending on the choice which might give the Blood elves who seek to be freed from Khorne's will the chance they need to find salvation with in the Fiery God's domain and provide the possibility of a mandate to seize the Flames of Asuryan as the Fiery God proclaims him as false pretender and try to contest the right to become the leader of the elven pantheons (it is an idea).
The invasion of Ulthuaan would provide threats to both the Druchii and the Asur since they both probably don't see eye to eye.. Maybe the Druchii could find a compromise to an extent but I can see the Asur treating the Blood Elves as if they were Dark Elves none the less. If the Blood Elves capture the Shrine of Asuryan and build the unique building there then I believe they should have access to a new unit which is the Phoenix Guard except the Phoenix Guard would obviously be modified to fit the dominant God's tastes.
The settlement Vaul's Anvil (this one goes for all 3 settlements) should provide a unique forge building that reduces upkeep and provide armor faction wide (benefits may vary depending on the locations of the settlements).
(I would provide more ideas but I believe at this point it gets repetitive since I will be basically saying the same things for every other special settlement except with the few minor changes that indicate the ruling Deity's influence)
But I am curious about a couple of things:
#1) Does the "Fiery God" have a name?
#2) Does the Amber King have a special "Nemesis" or a unique grudge against the other elves?
#3) Does the Amber King favor the worship of the Fiery God or Khorne?
#4) If the Amber King didn't harbor any grudges to the other elven races (atleast not one he views as unforgivable) which of the 3 races would he sympathize with more?

The Fiery God is what the Blood Elves starting calling the ancient Elven god Addaioth!
My first take on it was that both the Amber King and the Blood Queen (nothing implemented as of yet) favor a balance but each favors one god a bit more than the other, with the Amber King favoring Addaioth to an extent, and the Blood Queen favoring Khorne obvs.
Grudges, not so, as he is an entity that has recently been "born" into existence when the southern elves were at the brink of extinction. Sort of a will of Addaioth mixed with some daemonic workings of the Blood God too.
I wanted to make "which race you sympathize more" to be the player's choice. The earliest dilemma which is based off the WEF trade dilemma does introduce that idea, choosing one of the 3 elven races and the reasons for those. It will later ultimately depend on the player, connect with their forest kin, ascend to become caretakers (perhaps when taking the Fiery God path) along with their kin in Ulthuan, or undertake the path of Slavemasters with their dark brethren (perhaps the Khorne option), with a mini dilemma later perhaps that would be just for that option, forcing the Dark Elves to forsake Khaine for Khorne, or something like that.
Best of luck, I really do want to see this mod blossom further.
Edit: Let's not forget an important note as well: If Khorne ends up being the dominant God then the Blood Elves should stop getting penalties from chaos corruption and gain bonuses to public order and attrition immunity instead.
If the dominant God is Khorne then the unique building for the Gaen Vale should be called The Desecrated Court of the Everqueen which gives the player the opportunity to recruit demons of Khorne for a lower price and cheap upkeep (think of it as a dedication to Valkya the Bloody).
If the dominant God is Addaioth then it should be changed into the Amber Court of the Everqueen, the difference here is going to be in the recruitment of forest spirits since Avelorn naturally deals with forest spirits on a daily basis but since the Gaen Vale now has been influenced by Addaioth then the spirits would become "Amberfied" if you would call it that.
If the second choice was chosen then maybe lore wise the Fiery God can lead the player into an event chain that would eventually end with Alarielle joining the player's faction through "marrying the Amber King" as he is declared the new "Phoenix King" of Ulthuaan and if the possibility exists maybe the Fiery God marries Isha the Goddes of Nature and Life as well since his avatar basically marries her avatar.
All the extra fluff about marriage might not be necessary but it is a suggestion.
With that being said Akhnar would become a separate "Horde Faction" (basically a chaos army such as the likes of Sarthoreal the Everwatcher's army) beginning the struggle of power between Khorne and Addaioth.
Now regarding certain settlements and their buildings, I believe if Akhnar was to proceed with goals to accomplish the will of Khorne he would need more power. That power can come in the shape of "Monster Hunts" that can reward certain units and army abilities or if the Monster Hunts are not to your liking then maybe having the destruction of certain settlements as a goal to increase power could fit in. The target settlements I had in mind were (The Alter of Ultimate Darkness, Middenland, The Black Pyramid, The Shrine of Khaine, The Shrine of Asuryan), with each settlement destroyed Khorne becomes pleased rewarding Akhnar's success with many boons and Akhnar becomes one step closer towards redemption.
If the Amber King was to capture those settlements however then they will have their version of the dedication to Addaioth with the Alter of Ultimate darkness becoming the Alter of Eternal Purity for example since Addaioth's aim is to purify the lands of Khorne's influence and chaos in general (Maybe even giving the faction access to a new unit called the Purifiers of Addaioth which can be a unit type similar to either the Executioners of Har Ganeth or the Black Guard of Naggarond, that is up to you).
With that being said I hope you find something useful out of my suggestions as always and good luck.

Is it possible to use Untainted (or lack of chaos corruption) to spawn enemy armies? Could make the attempt to convert the woods more difficult. Mechanically speaking, converting the forest should have a fair cost in Amber (for the outlying settlements) or some other similar resource to represent the needed investment. Heck, perhaps even a Tech investment to be able to even start the process (if feasable). Not certain how to handle the Oak of Ages.
Uluthuan is a whole different story. Do you have any plans to make the Blood Queen a LL for this mod? If so, she would be a natural arch-enemy rival of the Everqueen; perhaps her goal would be the conquest of the ancestral homelands. Not hard to imagine a cross between the amberguard units the mod already has, with things like death-hags or witch elves to serve as the 'handmaidens' of the blood queen. She needs to be distinct from Hellebron from the Dark Elves; but I think making her a supreme caster (like the Everqueen or Morathi) would fit her role as hinted at thus far.
The tech and resource upgrade of Athel Loren sounds good. I liked the evil Durthu approach too! Once I settle some other aspects, I will solely focus on Athel Loren and its occupied buildings, dilemmas, units, choices, etc etc. It should be really fun imo.
Something like "The Kaadari regularly seek power from their violent god Khorne, and burning god Addaioth, their desire for destruction runs deep and a ritual of blood and fire would surely please them" then the first 3 options of the event could be 3 different boons with one focusing on Khorne (Damage/armor pen/Charge) and one on Addaioth (maybe fire attacks, speed, melee attack/defense) with the third focusing a little bit on both (tiny buffs towards everything)

Another event could be regarding the some of the forest spirits, maddened by Khornes influence going on a rampage and killing some Kaadari. You could either,
Sacrifice the spirits (+Melee attack, +charge for Kaadari, +cost, +upkeep for forest spirits, +chaos corruption for X turns)
Harness the spirits fury against your enemies (+Weapon damage, +damage resistance, +leadership for forest spirits, -public order, -growth, +xp for units per turn for X turns)
Exile the spirits (+Growth, +public order, -chaos corruption, -Weapon damage for all for X turns)
Utilize the spirits as slave labor (+gold, -construction costs, -weapon damage for all, -public order for X turns)

Could have an event where a Chaos Dwarf envoy comes to parley, with various choice of deal
Trade away slaves for gold (-Slaves or growth if you cant use slaves, +Gold)
Trade gold for an artifact (-Gold, +A random artifact, perhaps a new Chaos Dwarf flavored one or one from a list of a few random options)
Create a trade deal (+Tradable goods and building income for a long period of time)
Sacrifice the Dawi-Zharr (+Chaos Corruption, +Magical Resist for all units for X turns)

Another event idea is a small Beastman Herd wanders their way near your lands and you need to decide how to deal with them
Slaughter them all for Khorne (+Weapon Damage +Charge for all units, +Chaos Corruption for X turns, -relations with all Beastmen tribes)
Enslave them (+Slaves if possible if not +building income, +Gold for X turns, -relations with all Beastmen tribes)
Recruit them (Massive -Recruitment cost and upkeep for Beastmen units for X turns, +relations with Beastmen tribes)
Turn them away (+Growth)

Yet another event could have the heads of a popular Cult of Slaanesh within your Realm be outed and captured, and how you decide to deal with them. This would only be a two option event.
Execute them as an example for those who dare turn away from Khorne and Addaioth (+Ranks for recruited Kadaari, -Growth for X turns)
Allow for limited worship of Slaanesh, their depravity does provide some benefits after all... (+Growth, -Public Order for X turns)

The Blood King and Queen disagree on how to best please deal with their prisoners after a battle, The King believes enslaving their enemies allowing their use for long term labor and rituals is the best option, while the Queen believes they should all be slaughtered where they stand in the name of Khorne. Ultimately though a decision must be made, who wins the debate?

I sort of realized you might have a less extremely dark idea for the Kaadari then my events, but they're just ideas. Ultimately with the base mechanics the Kaadari have (most notably slavery) I can't personally see them ever seeing eye to eye with the High Elves, and I'm not entirely convinced a god of fire and Khorne would make the wood elves too happy either. Perhaps at the least though they could be an "enemy of my enemy" type thing with the High Elves. In the case of the Wood Elves I see your design being as much of an antithesis as Dwarfs vs Chaos Dwarfs, so it's hard to imagine them ever being friendly.
I have read above about the different faiths between Addaioth and Khorne. Perhaps depending on the side you chose, the other Kaadari would be a vassal or a free nation to chose their own fate. The bonuses and maluses are clear for both sides.
Vassals *will* help you in wars and donate money yet they could revolt. Perhaps a large minus diplomacy buff since you've pretty much "enslaved" them or established a puppet government.
A free Kadaari nation would expand on their own and forge their own fate. You wouldn't get into any wars by more powerful nations declaring war on them. You could form a trade agreement with them I feel this option would be more for the roleplaying side of being an Addaioth favored nation.
I don't think they would have unique legendary lords. I would think a basic Kaadari lord would work just fine. For an 'amber' Argwylon then I think the corrupted Durthu or corrupted tree-man spirit would be fine.
Last thing, maybe have these factions playable in Mixu's Unlocker Unlocked? They'd probably be a very hard campaign at the start. Probably even more so in Athel Loren than Ulthuann. Imagine either beating the other elves into the ground or allying with them before going out to find your Kaadari brothers and sisters.
