Maybe having a whole invention race thing like in VFE-Classical with the senate seats.
Civ 4 colonization has by default the English, the french, and the Spanish... The English seek to replace the natives with their own more often than mutually benefiting... The French have bonuses to integrating the natives into their own... The Spaniards receive bonuses for outright conquering the natives.
EU4 has 3 policy settings for how your colonizing nation interacts with the locals... A faction specializing in each role based off the colonial imperial powers would fit.
The time period is big so maybe... HOI4 based nations.... Capitalist, communist, and authoritarian. The Capitalist would likely seek peaceful trade... The communist might seek one sided trade or be the "rough" faction, you'd have to prove yourself to big daddy Stalin... While the Authoritarian would be the outright hostile faction with forced Supremacist meme. These could each be based on one of the more popular nations from each group. Ie... Russian Communists and German or Italian Authoritarians.
Just some rough ideas.
1.options for your colony/empires approach to other factions,I.E. hate them,isolationist,love them,more communication than just going and trading and the occasional quest.
2.would include the making of custom factions for a more diverse game experience,as well as more memes that detail differing views towards factions
3. would include having different colonists have different viewpoints towards various factions,I.E. if one guy hates a particular faction and the rest don't he could potentially have a mental breakdown and/or mood debuffs if one colonist from the faction he hates joins up,or if the faction members hang around to long.

1. It hits that perfect technological point after wagons and cowboys, but before we really got started with electricity.
2. The entire theme could synergize with outposts, faction interaction, and trade, as the entire idea would be handling tradelines.
3. You'd have to fight both literal wars and trade wars as factions will be incentivized to visit mercantile enemies rather then you, not because they don't like you, but because the other guy has better wares.
im my head it would be like a second fallen empire, doin stuff to contain or kill entities will make them happier with you, and more likely for them to help you in case of anomaly attacks, doin your own study is neutral to bad for rep, but buying anomaly related stuff, selling anomaly related stuff to anyone other tham they, making ghouls, and doin the occult cult stuff will get you on their bad side
steam weapons, steam tanks, funny little steam automatons, , maybe give it a dishonored vibe, automatic steam knights, etc etc
