issues getting Vanilla Expanded Core Frame work to launch properly.

Fresh install of RimWorld 1.4.3523 rev1010
reinstalled multiple times including deleting config folders, clearing registry entries, and deleting any installs of the game etc.

mods installed are in this order are

harmony
base game
dlcs
Vanilla Expanded Core Frame work (tried moving it up in priority to load after base game)

After enabling these mods, the screen goes black on restart. reddit doesn't have any clear answers, no internet articles to work off from, Most mods i want to use require core framework.
