Reinstalled and verified files. Upon starting new game with only Vanilla expanded, facial anims, and retill the same problem occurs. I have yet to try with a different faction other than medieval
Same settings and storyteller chose to raid medieval faction after dropping. Upon entering map for raid the base doesn't exist and there are no enemies. Unpause and "base destroyed" with faction relation change but no fight occurred.

Factions that work just fine: Settlers, Mercenaries, Insectoid Hives,Junkers, Tribes...
ughh that took awhile. Guess I'll be doing a sci fi only playthrough. Hope you get it worked out. I love your mods

The weird thing is I ran into this before and thought it was something to do with not having outlander and pirate factions at world generation, since someone in the comments on VFE Medieval mentioned that, so I tried making a new world with those enabled, used dev mode to teleport to a kingdom base, and it generated just fine. But something must have changed between then and now because they're not spawning again.
The issue will come up again in the same save eventually, but repeating the above stops it again.
Interesting, I just tried this and it worked for me too, was able to send someone to a medieval settlement and it spawned correctly.
Now that I think about it, I did something similar the first time I encountered this issue - I went to a medieval faction base, had the spawn glitch, closed the game, checked the comments on VFE Medieval and saw someone say it had something to do with not having outlander factions in your world, which was the case with mine. Since I assumed that would fix it, I also downloaded VFE Vikings since I'd have to be restarting anyway. Started a new game, went to a medieval base just to test, and it worked fine.
So, I suspect disabling every mod might not be necessary, I think that either changing the modlist in any way might do it, or it's specifically about adding/removing a mod affected by this glitch (which so far seem to be Vikings, Classical, Medieval, and Mechanoids - VFE mods with custom faction bases, it would seem). I'll try to test it out some more tomorrow.
So yeah if u have tried everything and its still not working try a complete clean new install and it might work(did for me at least). Plus rimworld isnt a big game nor are the mods so uninstalling and installing takes no time at all :).
If you don't spawn only pawns but you have a base, these are Alpha memes with the Vow of nonviolence trait because pawns can't attack because of ideology.
Also, when faction bases didn't spawn, I tried to disable RimThreaded and that seemed to help.
