Report a translation problem
If at all possible, if you happen to be in the area where he should spawn, hit Shift+F12 and see if his spawn location is there.
It should simply be titled "Fog King's Throne" and you should see it immediately if you know where it is at (The map has a blip on it near Obedience for him.)
If the location is being replaced, that's the issue and simply moving the location left or right is a simple fix.
I also noticed something strange where the throne had replaced itself within the placement menu, so it's possible it's just doing that again (I fixed it just by replacing it, If the issue remains, I'll replace it and do some internal testing until next release and have it fixed by then.

Edit: After looking around I noticed, again, that, despite having fixed it once before, the Fog King's throne continues to duplicate, causing both hive huts to become thrones, which, sometimes, spawns two fog kings(?) or nothing at all (latter is most common.)
I also noticed the Fog King's Throne town location is missing from the placement menu now.
I'll simply remove the town, make a new one, and replace the same squads into the "newly" made town, which should solve the issues. This will be fixed in the next update (which also adds a Holy Nation bounty named Grim, his army of skeletons, and a meitou scythe called a 'reaper.')
Edit 2: Fog King should be fixed now with the new update, if issues persist, let me know.

Do you have any dialogue related mods installed, and if so, which ones?
Did this import revive dead NPCs, or was it not selected?
It could be an issue with an override, I'll take a look at that, since, if it keeps dead NPCs, that just means the override is the issue; an easy fix.
Edit: Should be fixed now, feel free to test it out. I have no idea why the Fog King's Throne is so incredibly ♥♥♥♥♥♥. Seems to be the only real issue I just can't seem to fix lul
I'll figure it out completely one day.
Edit 2: A quick test reveals that, it does, in fact, now work properly. This is, of course, assuming there is no confliction with anything
I don't believe I ever touched any of the buildings within any vanilla town.
Try putting the architecture mod below this mod within the mod load order and importing to see if it remains. I'm unsure if you will have to import buildings or not.
If possible, do you have a screenshot of this occurrence?
I did some tests and, inside the FCS, Mongrel has no changes:

I subbed to the Architecture mod and turned it, and the bounty mod, on at the same time as the only mods active, and went to Mongrel, which looks like this:

The loading order being Bounty -> Architecture.
I do not believe the bounty mod is affecting the buildings of Mongrel, check to see if you have any other mods that could cause this. I'll continue to monitor in case something does come up.
Nah, It's totally fine. I 100% want to make sure everything works properly and it lets me know if there are actually any conflictions I need to know about. It also only takes me like five minutes and I don't have too much to do at the moment, so it gives me something to do lol.
So it's totally cool.
Should be fixed now; she should no longer choose that residence at all.
What other mods do you have, especially ones that could affect bounties, installed?
Could you try making a copy of your save (just load the game, save twice in the same spot with a different name) and then import the copy of the save and see if the bounty is returned?
Also, which bounty(ies) did you see without bounties?
