Why is the Rabbitish Empire hostile to other rabbits?
I get that the humans are hostile to the rabbits, but why is the other rabbit faction immediately hostile to the rabbit race?

Because they are Lunatic, that why. They are hostile to everyone, not only your.

If you want to make a rabbies colony from the begin you can choice the New Beginning and use the scenario editor, choice "forced relationship" to make they friendly from the start, personally i don't recommend that because it the lore so you have to make friend with them, to cure their madness. Unless you want to join the Lunatic size and destroy the others faction.
