I can't guarantee it would all work out, but still there is a chance it will.
Currently, I'd just say they are very old Nords, maybe from Atmora itself, when it was not frozen. They were peasants most of their life, but one of them died when furiously protecting their home, and his/her spouse ultimately came for him... even though maybe the surviving member of the family didn't had merit of that kind, only the one made by peasant's life, but maybe this time the gods were merciful, especially taking into account they would even precede Isgramor himself, like the first inmates in this inn, so they are both here.
EDIT: And Burd from Oblivion, the captain of Bruma can get his own place in the cell.
The books and songs have many Nord characters you could choose, too.
