Report a translation problem
Game's original rolls were 0-9 btw so the mod still has smaller dice rolls than vanilla.
removed the positive bonus as well.
(Although it might also be the case that the bonuses still applied but simply didn't show up in the mandate UI, but I didn't check for that so meh)
Not sure if it is due to the fact that the explorer is given at game start or a real bug, so I report here.

When I start a new campaign, literary anyone can't build a flad_ship.
I don't know if is a new thing of the mod or just a bug
In the ship's menu, just says “We already have as many Flagships built or in progress as we are allowed (0)”
