You can play as Velen's feudal vassals though.
It won't be in CK3 and in CK2. We decided it will too buggy and hard to implement so we scrapped it.
They connected a province in the smaller map to corresponding provinces on the greater world map, and then just gave both provinces increased movement speed between them. Still took months to get troops from one province to the other though, but it worked. Could have done something similar with just one province in Silent-Reach leading down into Nerubia.
