Switch to it after Jaina founds it in the second bookmark.
You can also be invited to sail to Kalimdor by Jaina if you play ruler with Alliance-related religion and culture(Holy Light Human, Holy Light Dwarf, Sunwell High Elf etc.)

I can confirm that you don't need Jaina to be alive for the invite to trigger. She was dead when my character was given a dream to set sail and he lead the expedition to form it.
