The Black Empire
Does the decision do anything other than grant you an empire?

It seems like alot of effort to do this when by the time you could take on anyone holding a holy site, you could have just formed Zandalari. Plus, How do the gods ever get the "ruling over the black empire" policy?

The Black Empire is needed to unite Shath'yar rulers over the world (they will join you). Also you can use Great War CB.
