Making the windowsills accessible above B site entrance was a conscious design choice--mainly to give CTs a quick, but risky, option for rotations and also to give CTs a bit more mobility during B retakes. It may prove to be too much mobility though.
As for Ts lurking on the windowsills, CTs can watch that position from the corner of the building. If a CT is playing in B site and they are worried about a lurker, they have two other exits besides the main entrance for rotations. But I think you bring up a valid concern. I"m certainly going to keep my eye on it with more playtesting and will adjust accordingly.
Regarding the sign, I didn't intend on it being a boost but I understand that visually it appears that you should be able to--I may have to rethink how that looks. My hunch is that an actual boost there would be too strong for the Ts.
