Explanation for people who are not getting any more points (theres a daily limit)
It is still wokring! But:

You can only get points up to a daily limit (check the screen where you can boost, it will say
x/x max points used) If you reach that limit you wont receive any more points! This limit resets every day so if you are not getting any points check your limit and wait some time!

Yes, though you only get back 100 capacity every day (for more you would need to buy steam games)

I live in Europe, so for me its 7PM CEST which is 10AM PDT.
It should say the time somewhere on the Grand Prix page

So how did the guy from the YouTube video get so much daily points? He didn't buy that much games, right?

He did buy a lot of games, plus you get points for leftover one from the last Steam event in this style, the lunar new year. Right now theres no other way to get a higher daily limit than by buying games.
