The issue is the Shader Settings slider isnt maxed.
If you cant raise the slider i assume you're on a laptop which means you need to force it to use your actual GPU because laptop power saver stuff auto-selects the wrong GPU for the game. You can tell via the graphics menu in the game likely saying Intel HD Graphics or something like that rather than NVIDIA or AMD whatever.
Google will have the fix for that.
