Cannot get the Minor Factions page to show up in the Story Objectives screen
For some reason on the start of a new GC the Minor Factions page never shows up for me.

Since it never shows up in the beginning of the GC that means I have to go the whole GC without it. Is there something I have to do in particular to get this to show up? I can't remember the colors for the life of me.
