Question regarding minor settlements

Hello

Does this mod change the number of starting slots a minor settlement has?

I have yet to use the mod, but I don't that is possible to have more than the 4 slots on minor settlements, and if you are talking about having more slots unlocked at beggining instead of having to upgrade the settlement, the description doesn't indicate this to be the case too.
