does StarNet effect wartime AI
so I will admit I am not a great Stellaris player and if I do my next run with StarNet AI I will turn the difficulty down to ensign, I have very few issues with the normal AI and find it suitable on harder difficulties but I am fed up of seeing the AI charge its fleets into suicidal battles and not protecting its own planets, there are no wars that are not decidedly 1 sided in Stellaris at the moment, the AI will roll over you or you will roll over it so does the StarNet AI do these things better than the normal AI
1: not charge into bases backed up by fleets it could never hope to defeat
2: protect its planets with forts
3: make use of choke points to set up defences
4: coordinate attacks on strong forces with its allies

Fleet movements are not moddable, so the answer is no.

@salvor The mod agressive crisis engine changes crisis fleet movements. I know its a long shot but prehapse you could do that for normal empires.

ACEMOD does this by shutting off the entire Crisis AI. You can't just shut off parts of the AI (like the War module), you either have to shut off the whole thing or not at all. That's not an issue with the Crisis, which has no diplomacy or economy, but you can't do that with normal AI empires, because they'd be unable to do any planetary management or diplomacy.
