1. Complete the main quest until you gain the mind reading book. Completing the mind reading task for lords can give either money, stat boosts, or legendary weapons/armor.
2. Complete any arena challenge (100 enemies). Will reward a random legendary armor/weapon.
3. Defeating enemy parties with named heroes can sometimes result in them dropping a legendary.
Liang Shan: 1-handed
Han: 1-handed
Wu: 2-handed
Song: 1-handed
Sha: 1-handed
Chu: 2-handed (can't mount)
Shu: 1-handed
Jin: 1-handed
Liao: 1-handed
I'd appreciate it if anyone could confirm this.
So for anyone who isn't getting special drops, that could be the reason. I had a party entirely comprised of companions and they were all taking over 50+ pieces of loot.
Like others mentioned, fighting named characters greatly raises the odds.
I've often saved next to a group of 30+ bandits with a named character, then confronted them with Iron Staff as my only party member. 1 in 4 times, this gets me a legendary weapon. I suspect your chances are much better if you raise your looting higher.
You also have a chance of looting anyone you face in a duel in battle. I stole featherless arrows this way.
The first win in both faction fights and armored fights usually gives a 1h sword from that faction. Then, the second win gives a different weapon. Its kinda based on the troops they use.
Wu for example gives a 2H mace on the first win and a polearm/lance on the second win.
The faction with the cammel riders gives sword and trowing stuff.
You can basically get 4 unique weapons for each arena, which in total is 40 weapons if you do that to all 10 factions lol
I have multiple 1000+ Days campaigns, and have filled my heroes with unique weapons and armor. You can get random uniques in any way, to be honest. There is a chest in the Jin city of Fengxiang that is a lance with a couch ability. So it's great to just pop by their and grab it if you have just started a new character. The lance isn't that impressive, but it is better than anything you'd get killing bandits, exception a random unique drop. But those are quite random.
So, the ways to get uniques, win duels against people that have uniques on and winning their equipment after the duel. Most of this is by dueling lords, or unique hero bandits. The strongest of them all that drops all the best gear, period is. Shi Wengong [Arrow Across the Clouds] of the Dajin. But he is absolutely tough as hell to kill, and you have to already be strong. Everything he drops is top tier stuff. You wont typically find better except by pure luck.
Another way is, of course after regular fights you do have a chance to find a random unique. This isn't connected in any way to the person you fought, it's mainly sorta a random chance to get it, and the items can be anywhere from really poor uniques, to god-tier. It's just completely random. The best way to get uniques this way is by mass gathering bandits and destroying them all at the same time. Typically just sitting it on 50% damage for your army, and crushing them over and over again. That way you can farm uniques. Obviously, you wont find them each time, but it's a higher chance since you're pulling more groups. I have even found two uniques in one mass fight doing it this way. Otherwise, just farming bandits for a couple of hours will give you a number of uniques along the way.
To add to the last thing I said, if you start your main quest line in Liangshan's Shiupo Liangshan city, you can start leveling yourself up by taking on the first quest, looters. and it will just mass spawn looters and you can go through winning duels and killing them then selling the gear. If you have a decent prisoner management level you can also use blunt weapons and capture them all for great profit, spending a couple hours just farming them for early game gold. Then every 10k gold, you go to the major cities and buy dyeworks. Just of course make sure you're getting the best profit sometimes it's not always dyeworks. There is also 2 cities specifically that give AMAZING profit per week with dyeworks, but for the sake of game breaking for new people I wont mention them. But they're always the two I start off with when I start a new character.
I digress, the other way as mentioned above already is, Mind Control quests, you typically get a nice reward for completing these mission. The easiest of which to complete are the Zhao bosses, and they also give you some decent rewards. Always make sure that your boss is surviving with 50% plus HP otherwise you will get 2500g and the regular rep/and friendliness with that hero. Make sure you stock up on Life-pills, and you can do this by simply farming Sea Raiders in the early game. You want to spend the most time doing that, until you get to like, level 20 - 25 or so as a player and have all of the unique heroes in each city. You can get all 24 of them, though admittedly some of them are hell to get because they just constantly jump cities. Some of the mission are quite impossible on normal difficulty, but if you still want to do it anyways, feel free but your lord that you've mind controlled will typically just be one shot by quite literally anything, and everything and you do zero damage to the enemy boss. I'm talking about 20 damage to the boss while he one shots you, and he has like 1k health, or there is 10 of them and they're all mounted with bows and arrows while you just have a random one handed weapon that does nothing. Obviously, they are possible if you're a freak, but not likely for everyone else. For these missions, just set it down to 1/4th damage, and turn the AI onto poor combat ability, and you should be able to do these no problem. With maybe 1 pill used.

Okay, so TL;DR if you don't want help in the game, or spoilers.
1: Random drops after fighting any army.
2: Winning duels against Lords, or Bandit Heroes.
3: Mind Control quests.
4: Joining a Kingdom and working your way up the ranks, will get you pretty buff though not too much of a chance to get a unique outside of the later ranks which take a lot to get to, and by that time you will of already had quite a few unique drops.
If I think of anything else, or anyone want to add more, please do. Everything else I've already said in the massive post above.
