Is there some way to reset/reroll legendary weapon effects?
Because It's incredibly disappointing when you get something like:

+2% damage increase against heroes: So low it doesn't even matter.
+1 Trade: Gaaarbaaage
+1 Power Throw ON A FLIPPIN BOW.

I don't think so. I tried savescumming a battle where one of my legendaries leveled up with a lame effect, and no matter how many times I tried, even against different enemies, it was the exact same effect with the exact same percentage. I suspect that the effects are probably rolled when you first get the weapon and you just unlock them by leveling it.

Maybe that could be a suggestion for the next version: a hero who can reset your legendaries for a price

Yeah, admittedly I've gotten two of the same legendary, and they don't necessarily follow the same path, so it's not set with the legendary itself, just seems like it sometimes.

Yeah, it's set in stone the moment the weapon spawns. You could get a very impressive weapon, such as a throwing weapon with the "swift" effect, or you can get junk, like a small power up on certain terrain types.

The only way to cheese this is to make a save before a weapon spawns, such as doing a mind reading quest and saving before you talk to the guy a second time, then chatting him up and getting the weapon, killing 300 people with it, then seeing what you get.

I think I lucked on big time on mine. My tier 4 bonus is money from kills. Defensive sieges generates me a metric tonne of gold.
