MP: SPawn in water

I always spawn in water without the button to choose the HQ location or random setup, there are always "Wait for the host to choose hq" but IM THE HOST...can somebody help me pls?

Unless you have a "Listen Server" not a Dedi server, you cannot run it on multiplayer.. works fine in SP :)
