+ Refills ammo of patient being healed (Same rate as a level 1 dispenser)
- -50% overheal
- No health regeneration on wearer
- Buildings cannot be ubercharged

actually kinda decent, althought if it would repair buildings it would have to do it slower because its engineer's job to do that, not medic's.
